The urbanisation project in Binckhorst offers opportunities for a quality boost and a future-proof design of public spaces. The vision combines the urbanisation of Binckhorst with high ambitions for climate adaptation, biodiversity and quality of life. The starting point is an overall vision for the entire Binckhorst area, as an attractive long-term vision for the future. In each step, greening and improving public spaces goes hand in hand with urban development. Binckhorst benefits from investing in greenery at an early stage. A framework has been established for public space and urban development. Based on this, development can take place in different phases. At every stage, greening and improving public space goes hand in hand with urban development. In this way, urban development grows alongside the greening of Binckhorst. First green, then build.

The vision can be seen as a design exercise focusing on three themes: climate adaptation, biodiversity and liveability. Designing public spaces based on these themes will create a green, high-density urban neighbourhood. A neighbourhood in which the various types of green public spaces make an essential contribution to a future-proof and liveable living and working environment. Based on the overall vision, concrete plans have been drawn up for a number of sub-areas, including the Oeverpark, the climate ribbons, the streets, the harbour and vacant lots. For these sub-plans, ingredients are proposed in relation to the design of the public space, including the integration of the water challenge, type of vegetation, mixed use and specific dimensions.

The Oeverpark will be a new city park on the Trekvliet, with space for water storage, ecologically interesting gradients and cool places to relax. A park that is well anchored in the neighbourhood and also serves as an important green link between the centre of The Hague and the surrounding area. The climate ribbons will then connect the Oeverpark with the adjacent street network. Where possible, the streets will be transformed into green streets with improved quality for slow traffic. Cool places to stay in green areas or by the water are connected to the green street network throughout the neighbourhood. Along the harbour, new hotspots for Binckhorst are being created with a lively programme at street level, informal places to stay on the quay and thoroughfares along the harbour. By greening the quay and strategically integrating (pocket) parks in the hottest spots, pleasant places to stay are being created with an industrial identity that suits Binckhorst.
